| Zusammenfassung: | The National Probation Service in Romania is a public service that covers both adults and juveniles. The organization is responsible for delivering both traditional probation and parole - conditional release. The system was radically reformed in 2014 when its competencies were significantly enlarged and its place within the criminal justice system was enhanced. As articulated in its mission statement, the main role of the service is to reduce prison overcrowding while improving community safety by rehabilitating individuals. Coordinated by the National Directorate of Probation under the authority of the Ministry of Justice, the Probation Service has local units in each county of the country. The Probation Service in Romania combines its correctional model (risk-need-responsivity or RNR) with monitoring. Especially after the reform in 2014, the number of individuals under probation supervision increased, raising suspicions of net widening. Due to the high caseload, the general perception is that monitoring tends to play a more prevalent role. Increasing professionalization and enhancing capacity are priorities for the coming years. |
