The writer argues that beneath the contemporary shift toward a biological, medical, and epidemiological culture of regulation and control, there is a move from the imagination of Empire as highly demanding, ever-unaccomplished engineering to the imagination of Empire as accomplished nature. He proposes that this transformation in the deep structures of the imperial imaginary is of great importance for those seeking to understand issues of contemporary regulation and control. He explains that he uses a notion of Empire that represents not just the logic of global or regional domination in matters of regulation and control but also the imaginary of regulation and control.
