Summary:An introduction to a special issue on war, crisis, and transition. The articles in this issue examine the moral responsibility of individuals in a time of conflict, the complicity in Africa's genocides of international financial institutions, the dumping of toxic waste in developing world, and the harm done internationally by neoconservative wars of choice and torture policies. They consider ways of honing the mechanisms available that can reduce the extent of impunity in such situations. The challenges that President Barack Obama faces, many of which form the substance of contributions to this special issue, are discussed.
