|a Der zivile Ungehorsam ist ein Beteiligungsmechanismus an dem Bildungsprozeß der öffentlichen Meinung und auch ein Eingriffsmechanismus in die Gesetzgebung eines politischen Systems, das als demokratisch bezeichnet werden will. Dadurch können die Bürger ihre öffentliche Autonomie ausüben. Deswegen darf man dieses politische Phänomen nicht ge¬ringschätzen, ohne gleichzeitig die partizipativen Grundlagen der repräsentativen Demokratie in Frage zu stellen.
