| Sumario: | Anhand von Ergebnissen eines vergleichenden Forschungsprojekts zu Kulturen des Kontrollierens in Hamburg und München wird die These diskutiert, dass die Analyse von globalen Trends und Angleichungsprozessen dazu tendiert, die Bedeutung lokaler Kulturen des Kontrollierens for die Erklärung politischer Steuerung im Politikfeld innerer Sicherheit aus dem Blick zu verlieren. Registrierte Kriminalität kann nicht als unabhängige Variable behandelt werden, sondern ist im politisch-institutionellen, medialen und politisch-kulturellen Kontext der "Governance of Crime" zugleich Mittel und Produkt politischer Steuerung im lokalen Kontext. Referring to comparative research an cultures of control in Hamburg and Munich, we propose that the analysis of global trends and policy-convergence tends to ignore the meaning of local cultures of control for the explanation of the governance of crime. Recorded crime rates cannot be operationalized as an independent variable; rather they are both an instrument and the product of the local governance of crime in the political context, in public sentiments and media representations of crime and in the political-cultural context. |
