Die Veränderungen im Kriminaljustizsystem der Niederlande und eine damit verbundene zunehmende Punitivität können nur unter Berücksichtigung der Diskurse über Immigration, Integration und Kriminalität erklärt werden. Dabei muss die schnelle und radikale Veränderung der holländischen Kontrollkultur als „kulturelles Trauma" verstanden werden, verursacht durch 9/11 und die Mordanschläge auf Pim Fortuyn und Theo van Gogh.
