AB Within the context of world wide ‘heterarchisation’ of political orders, the article studies the rise of the ‘preventive security order’, which is going to substitute the order of violence of the welfare state of the last century. The preventive security order is characterized by the principle of prevention, the rise of the victim, the idea of the state as a service provider and the end of privacy.
