AB Die Diskussion um Videoüberwachung ist einseitig auf ihre antizipierte Zukunft ausgerichtet, die Anfänge der visuellen Kontrolle öffentlichen Raums bleiben weitgehend unberücksichtigt. Eine fundierte Einschätzung der künftigen Entwicklung der Technik ist jedoch kaum möglich, solange ihre Vergangenheit unaufgearbeitet bleibt. Der Beitrag rekonstruiert die frühen Jahre des polizeilichen Einsatzes von Videokameras in der Bundesrepublik, mit dem Augenmerk auf Straßenverkehr und Versammlungen. Dabei kann aufgezeigt werden, dass bereits in dieser Erkundungsphase verkehrspolizeiliche um allgemein schutzpolizeiliche und kriminalpolizeiliche Zwecke ergänzt wurden. Abschließend wird – für den Bereich der Verkehrsüberwachung – ein Dilemma im Einsatz polizeilichen Bilder als Beweismaterial skizziert: Je mehr sich die Polizei auf den Bildbeweis verlässt, umso mehr muss sie mit der steigenden medialen Kompetenz der Beschuldigten rechnen, die in der Folge nach technischen Innovationen – von Standbild zum Bewegtbild – verlangt.
AB The present discussion around video surveillance primarily attempts to anticipate its future, and barely takes into consideration the early years of the visual control of public spaces. A profound understanding of the future development and the potential of the technology is not possible as long as one continues to neglect to examine the past. This article aims to reconstruct the early years of CCTV in Germany, with the focus of CCTV as an instrument for traffic and/or crowd control. It is possible to show that already in the early phase of traffic control the systems were not just used to control traffic, but also frequently used in aiding the police force in the maintenance of law and order. Lastly we will take a closer look at traffic control and a typical dilemma of the police force as a result of using images as evidence: The more the police rely on image technology based evidence, the more they must take into account the growing media competence of “accused persons” who are also becoming increasingly capable of competently questioning the reliability of evidence based on pure image technology.
