AB Durch Urteil des Bundesverfassungsgerichts wurden die Bundesländer verpflichtet, bis Ende 2007 den Jugendstrafvollzug gesetzlich zu regeln. Die bisher vorliegenden Gesetzentwürfe werden als wenig innovativ, von einem paternalistischen Erziehungsverständnis geprägt und als enttäuschend bewertet. Impulse für eine weiterführende Reform des Jugendstrafvollzugs werden vermisst.
AB The German Constitutional Court has decided that juvenile corrections need to be based on formal legislation. Drafts of Youth Prison Acts by different states of the Federal Republic of Germany are seen as not very innovative, grounded in a paternalistic conception of education and, in general, disappointing. Impulses for a thorough reform of the youth prison system are lacking.
