By evaluating measures such as community service, parole, rehabilitation programmes, daily monetary fines, and restorative justice, the research demonstrates how these alternatives can reduce recidivism, alleviate prison overcrowding, and reallocate funds towards crime prevention initiatives. The study identifies key barriers to the implementation of such measures, including the absence of comprehensive legal frameworks and limited coordination between judicial and executive bodies. Employing descriptive, analytical, and comparative methodologies, the findings reveal that the adoption of criminal alternatives can reduce prison populations by up to 45%, lower recidivism rates by 30%, and decrease correctional costs by approximately 25%. Furthermore, the research highlights the capacity of these measures to enhance offender reintegration, reduce social tensions, and foster greater trust in the justice system. By addressing the root causes of criminal behaviour and providing offenders with opportunities for education, employment, and community engagement, these alternatives improve public safety and offer a rehabilitative pathway. Prioritising rehabilitation over punitive approaches contributes to breaking the cycle of crime, promoting long-term social cohesion and stability. The results also emphasise the importance of fostering judicial cooperation and expanding public awareness to maximise the effectiveness of these measures. The study concludes with recommendations to establish targeted legal frameworks, promote specialised training for law enforcement personnel, and integrate criminal alternatives into justice systems to strengthen offender rehabilitation and achieve restorative justice. Ultimately, the adoption of these measures is deemed essential for ensuring sustainable social stability and alleviating the strain on judicial systems. |
