Employing a qualitative research method and using semi-structured interviews with policy makers, legal advisors, and environmental pressure groups the study assesses coherence and efficiency of Macau’s autonomic legislation against global environmental standards. Some areas of interest include the extent of regulation and compliance, circular economy solutions applied, actions for penalties and sanctions, and approaches towards engaging the stakeholders. The study was also to ascertain Macau’s readiness to be an active player in environmental governance; policy formulation and institutions surrounding sustainability demonstrate much strength here. However, issues like a weak enforcement capacity, and the relative absence of circular economy strategies’ implementation also arise from the analysis. Thus, grounding Macau’s regulatory context in international environmental law, this research provides qualitative data to the literature on environmental management and policy enforcement. This raises the question of the need to have flexible policies and good policies in line with the internationally accepted standards for the purpose of development. In conclusion, this study will make contribution to the recommendation of policy for the improvement of Macau environmental legislation and alignment on the best practices from other jurisdictions, as well as contribute to the realization of circular economy objectives worldwide.
