Summary:A novel paradigm in the realm of international sanctions, termed "smart sanctions," has emerged with the principal objective of mitigating the adverse effects associated with comprehensive sanctions. This approach seeks to strike a balance between maintaining international peace and security and upholding, respecting, and promoting human rights. Smart sanctions are designed to enhance political efficacy by exerting maximum pressure on governmental decision-makers while simultaneously safeguarding humanitarian interests. They aim to minimize the suffering of the civilian population and target punitive measures primarily at the elite or offending groups. The underlying principle of this approach is to effectuate policy change that aligns with international law standards by addressing the specific behaviours that necessitate the sanctions.
