AB In diesem Artikel wird die These entfaltet, dass mit der Ökonomisierung und dem daraus resultierenden Einzug von Qualitätsmanagement in die Soziale Arbeit die Tätigkeit der Bewährungshilfe neu kontextualisiert wird, indem sich seit den 2000er Jahren unterhalb der legislativen Ebene eine weitere Regelungsebene in Form von Qualitätsstandards der Sozialen Dienste der Justiz formiert, auf der die öffentliche Sicherheit und Opferschutz zu den Zielvorgaben der Bewährungshilfe erhoben werden. Mit dieser programmatischen Neuausrichtung der Bewährungshilfe wird Resozialisierung vom einst wohlfahrtsstaatlichen Ideal zum Mittel des Schutzes der Allgemeinheit degradiert. Es wird angenommen, dass diese Umdeutung als Folge des gestiegenen Legitimations- und Effizienzdrucks auf die Soziale Arbeit zu verstehen ist, und danach gefragt, wie sich das neue Verständnis von Resozialisierung auf der Deutungs- und Handlungsebene von Bewährungshelfer/innen niederschlägt.
AB This article develops the thesis that the work of probation service is reframed due to the implementation of quality management deriving from the economisation of social work. Since the 2000s, an additional set of rules in terms of quality standards of the social services of justice has been established below the legislative level setting protection of the community and victims as main objectives of probation. This programmatic realignment of probation service downgrades rehabilitation from the former welfarist ideal to a means of public protection. We assume that this transformation is caused by the growing pressure on social work to prove its legitimacy and efficiency, and ask how the new framework of rehabilitation affects thinking and acting of probation officers.
