| Sumario: | Die Idee, Formen sozialer Ausschließung (staatlich organisierte Bestrafung, Einsperren in totalen Institutionen, Verwaltung des Ausschluss-Etiketts "Verbrechen") durch wohlfahrtsstaatliche Kontrolle ("Resozialisieren") zu zivilisieren, wird als ein höchst voraussetzungsvolles "soziales Artefakt" rekonstruiert. Politische und ideologische Voraussetzungen dafür waren nur während der relativ kurzen Phase eines prosperierenden Fordismus gegeben. Die Institutionalisierung der Koexistenz "sanfter Kontrolle" von Devianz mit permanenter Moralpanik, mit Ideologieproduktion und der Nutzung von Strafrecht als Instrument der "Bekämpfung" von Kriminalität, Terrorismus, Gewalt, Drogen usw. endete in fortschreitender Auflösung der Möglichkeiten, dem neoliberalen instrumentellen Turn - der Rehabilitierung von Punitivität - etwas entgegen zu setzen. Soweit von Professionellen in Institutionen gegen die Logik von Punitivität ein ambivalentes "Unterleben der Anstalt" organisiert wird, kann dieser Praxis durch radikale Herrschaftskritik und kritische Alltagsforschung eine Stimme gegeben werden. The idea of civilising politics of criminalization and punishment via transferring delinquents in institutions of social control is reconstructed as a difficult and demanding “social artifact” in welfare states. Preconditions in the fields of politics and ideology existed just in a short period of prosperous Fordism. Institutionalising (since the second half of the last century) a coexistence of benevolent (“soft”) forms of social control by professionals of social work and “wars” on crime, terrorism, violence, drugs etc. as an instrument of symbolic politics and authoritarian populism terminated in the abolition of power to resist the neoliberal instrumental turn: the rehabilitation of punitivity. Critical research that gives conflicting “underlife” practices a voice is needed and possible. |
