Zusammenfassung:Following international policing trends, the post-1994 democratic government of South Africa introduced the concept of community policing as a central policing philosophy. It was considered to be an appropriate policing philosophy for the country in light of the unequal, racially skewed policing services and non-existent community–police relations that had existed under apartheid. The philosophy of community policing was implemented through the establishment of community police forums. The community police forums were tasked with exercising accountability over the police at a local level and to forge community–police relations. This paper examines the capacity and effectiveness of the community police forums in executing these functions. Due to a variety of factors such as lack of resources, obscure legislative framework and an enduring culture of apartheidtype policing, this function of community police forums seems unachievable.
