Rumours and hate speech stimulate an intolerance that ends up leading, in many times, in discriminatory acts or in hate crimes. The seriousness of these facts comes determined because the discrimination transgress principles such as equality before the law, equal treatment or equal opportunities, while hate crimes attack to the principle of dignity, that is, to the value of the person as such, and to the universality of human rights and the principles that they contain. Face to these crimes the society has begun to react by creating partnerships that are sometimes grouped into networks to optimize economic, social and legal resources. Also the institutions have being aware of the need to act quickly to preserve the integrity of victims who, often, confront the double circumstance of being simultaneously "victims of risk" and "especially vulnerable victims". At the social and institutional level, the main outstanding issues to combat this scourge are: sensitization, awareness and training. | ||
| 520 | |a La conformidad y la tolerancia respecto a los estereotipos y los prejuicios han contribuido a desensibilizar a una sociedad que busca en "los otros" la justificación de sus propios problemas. Los rumores y el discurso de odio estimulan una intolerancia que termina desembocando, en muchas ocasiones, en actos discriminatorios o en delitos de odio. La gravedad de estos hechos viene determinada porque la discriminación transgrede principios como la igualdad ante la ley, la igualdad de trato o la igualdad de oportunidades, mientras que los delitos de odio atacan al principio de dignidad, es decir, al valor de la persona como tal, y a la universalidad de los derechos humanos y los principios que estos contienen. Frente a estos delitos la sociedad ha comenzado a reaccionar mediante la creación de asociaciones que a veces se agrupan en redes para optimizar los recursos económicos, sociales y jurídicos. También las instituciones son conscientes de la necesidad de actuar rápidamente para preservar la integridad de las víctimas que a menudo se enfrentan a la doble circunstancia de ser simultáneamente "víctimas de riesgo" y "víctimas especialmente vulnerables". A nivel social e institucional, los principales temas pendientes para combatir esta lacra son: sensibilización, concienciación y formación. | ||
