In this line of argument, it seems that victims can obtain satisfaction through the lowering of the guarantees for suspects and detainees, and the increase of punishment. This perspective has been promoted by the United States, followed by other countries like the United Kingdom. However there is at least one model that differs from them: the Swedish case. Facing the lack of research on the global increase of services for victims, this article intends to clarify this by a comparative analysis between the United States and Sweden. In the States, the promotion of services for victims is connected to a harsh punitive criminal policy. By contrast, in Sweden, improving the rights of victims is related to the idea of human rights, treatment and support. This study shows different possible approaches to victims and crime, in diverse cultural contexts, as well as realistic possibilities of applying these policies in other countries. | 520 | |a La Victimología convencional ha aceptado durante mucho tiempo la idea de que las víctimas y los infractores son diferentes, con una fuerte oposición entre ambos. Consiguientemente, las víctimas pueden obtener satisfacción con la represión de los infractores: erosionando sus derechos como sospechosos e investigados e incrementando sus castigos. Este enfoque se ha promovido oficialmente desde los Estados Unidos y, sustancialmente, en el Reino Unido, a lo cual se han sumado otros países. No obstante, existe un modelo diferente que caracteriza, al menos, a un país. Es el caso sueco. Ante la escasa investigación sobre el rápido crecimiento de los programas de servicios para víctimas a escala internacional, este artículo pretende ayudar a paliar esa carencia, mediante el examen de enfoques contrapuestos hacia las víctimas del delito, adoptados en los Estados Unidos y en Suecia. En el texto mostramos que las políticas de derechos de las víctimas en los Estados Unidos han estado ligadas a una política penal retributiva de mano dura, mientras que, en Suecia, estas políticas se relacionan con los derechos humanos, el tratamiento y el apoyo. Este estudio comparativo incrementa nuestro entendimiento de cómo sociedades diferentes se han aproximado a cuestiones relativas al delito y las víctimas, así como, sobre lo que, de forma realista, podría trasladarse de un país a otro. Finalmente, nos lleva a cuestionarnos las asunciones predominantes sobre cómo ayudar mejor a las víctimas. | ||
