The aim of the special issue is to draw together a range of empirical studies from around the world to explore the implications of the COVID-19 pandemic for both organized criminals and law enforcement agencies. The pandemic required organized criminals to adapt their practice in light of government restrictions, but it also created new profitable opportunities.
