Cette périodisation apparaît pertinente pour comprendre l’interconnexion entre d’une part, le développement de la police moderne, et, de l’autre, un concept inédit de sécurité, deux aspects du processus plus ample de state-building au XIXe siècle. L’analyse part d’une série de mémoires et de projets manuscrits produits dans le Royaume des Deux-Siciles pour les intégrer au cadre plus large d’une littérature qui, tant sous forme de traités que de pamphlets, s’épanouit au cours de la première moitié du siècle dans la péninsule italienne. La comparaison des sources documentaires avec cette littérature permet d’identifier des problématiques communes, qui renvoient constamment au rapport complexe entre police et politique, entre sécurité et pouvoir : en particulier, le pouvoir discrétionnaire de la police, sa relation avec la loi, le risque d’arbitraire, le recours à des pratiques d’espionnage. | ||
| 520 | |a This article aims to contribute to the expanding field of security history, via a reconstruction of the reflections on the power of the police which developed in the various pre-unification states of Italy, from the Restoration up until national unification. This periodization demonstrates, it is argued, the connection between the development of the modern police and a new concept of "security", both aspects of the larger process of state building in the nineteenth century. The analysis draws upon a series of memoirs and manuscripts produced in the Kingdom of the Two Sicilies, integrating them with a broader treatise and pamphlet literature which flourished in the Italian peninsula during the first half of the nineteenth century. The comparison of manuscript with published, literary sources enables the identification of common themes. These include: the complex relationship between the police and politics, and between security and power (particularly, the discretionary power of the police, its relationship with the law and the risk of arbitrary recourse to espionnage tactics). | ||
