Focusing mainly on developments in the U.S. and the U.K., they consider how the events of September 11, 2001, helped intensify a long-term pattern of restricting civil, political, and human rights. An overview is provided of the papers, which are organized into three sections: the prison-industrial complex; state policy post September 11; and policing black and Latino communities.
