Sumario:Part of a special issue on critical resistance to the prison-industrial complex. The writer discusses the role of the Immigration and Naturalization Service (INS) in the prison-industrial complex. He demonstrates that the emphasis on the law enforcement duties of the INS and its corresponding downplaying of its mission of social service is operating within the program of social control that the service shares with larger criminal justice machinery. He also indicates that new penology employed by state managers marks a significant departure from traditional jurisprudence and fosters the commodification of prisoners and INS detainees.
