Sumario:Part of a special issue on welfare and punishment in the era of President George W. Bush. The writer identifies and discusses five key elements in the shift in state power with regard to law and order that have occurred over several decades. He examines in particular the policing the anarchic crisis of the 1960s; privatization of the routine operation of the criminal justice system; the shift of fiscal and policy emphasis to incarceration; a move back to an apartheid system of justice; and the viewing of more and more juvenile offenders as adult criminals-in-the-making.
