AB Western countries are experiencing disturbing trends regarding the observance of human rights and the health of democracy. In many countries, the rate of imprisonment has doubled, or more than doubled, between the 1980s and 1990s. The privatization of prisons is an area of concern, because commercial prison companies seek markets in developing countries.
