AB Part of a special section on globalization and environmental harm. The ideas, structure, and action of “Attac,” which stands for “Association pour la taxation des transactions financiers pour l'aide aux citoyens,” and which is an nongovernmental organization formed to exert civic pressure upon governments for the establishment of a worldwide solidarity tax, are examined. A chronology of the organization's establishment and growth is presented, some of its key ideas are analyzed, and some theoretical issues elicited by the organization's activities are discussed.
