The evolution of the global apparel industry's codes of conduct and monitoring, from tools used by companies to protect their reputations to devices with the potential to improve working conditions and workers' right to unionize, is traced. The problems of private monitoring as a means for detecting labor exploitation and the role of independent monitoring in reshaping the debate are outlined. A case study of the BJ&B garment export-processing plant in the Dominican Republic is presented, with codes of conduct and independent monitoring highlighted as key elements in the workers' successful campaign to have the factory implement a collective bargaining contract and pay above the minimum wage.
