Californian-born Takagi was interned by the U.S. army during World War II but went on to graduate from the University of California, Berkeley, in 1949. He worked with drug offenders as a parole officer before joining U.C. Berkeley's criminology faculty in 1964. Takagi was instrumental in creating the university's first Asian Studies program and remained deeply involved in the struggle for minority rights both at U.C. Berkeley and elsewhere in the U.S. He is currently working on a book that will examine the decision to intern Japanese-Americans during World War II.
