The writer assesses the utility of ethical theory in establishing the degrees of moral responsibility that public officials bear for government actions in a time of war. He considers whether the leading ethical theories contribute to an understanding of individual and collective responsibility. He considers these issues in the context of the U.S.-led occupation of Iraq. An interview with the world's leading utilitarian philosopher, Peter Singer, is also provided.
