| Sumario: | The article presents theoretical and empirical perspectives on urban policy as of 2011. The author looks at the application of neoliberal ideology in the urban policy context, identifying it with policy approaches such as community policing and Germany's "Socially Integrative City" programs. She notes the same policy will have diverse manifestations in each local context in which it is implemented. She then explores how such policy approaches played out in an unnamed German city, with a focus on the effects on sex workers and the prostitution business. She analyzes the related discourse, noting how residents working in the sex industry are cast as outsiders whose presence downgrades the community.
