| Zusammenfassung: | The process which results the design and implementation of a new public policy by a State is the consideration of the need for intervention in a particular area of activity. This need arises from the definition and diagnosis of a problem requiring solution. Gender equality policies are a form of public policy with specific characteristics resulting from their objectives and the strategies used in the process of implementing them. As regards to the design and implementation of such policies, the pressure of the feminist movement emerged in the sixties was crucial for States to be encouraged to change their discriminatory activities and to initiate a process of incorporation women and their specific needs in the public agenda. From the Fourth Action Programme for Equal Opportunities between Men and Women (1996-2000) appears a new concept, gender mainstreaming, that set as a priority the need to make women's and men's concerns and experiences an integral part of the design, implementation, monitoring and evaluation of all sectoral policies and activities of the European Union and its Member States. This article aims to reflect on how a particular type of policy, the drug policy, integrates gender into the policy making process through the study of strategies and action programmes. |
