Zusammenfassung:This paper reviews major arguments concerning the role of the police and advances the position that policing is best understood in the role of leveraging and maintaining access to troublesome individuals and populations for further administration by a variety of authorities. The paper proceeds by looking at two powerful arguments regarding the role of the police. It follows this up by showing how the concept of police as access brokers helps to resolve extant tensions in the understanding of public police. The concept is then applied to community policing
