Sumario:An historical and intellectual review shows that the plan of realization of the welfare state principle builds less upon philosophical concepts than upon religious, liberal-conservative, and social democratic ideas. As early as the beginning of industrialization in Germany political theory recognized that state and society follow different principles of coordination (politics and market). The purpose and task of the state is the promotion of the individual in the midst of the surrounding society. For Lorenz von Stein socialist ideas of the public good, enlightenment philosophy, and the Utopia of German idealism flow together into the systematic development of the welfare state principle. Through administration is realized the freedom and equality of the citizen within society demanded by the constitution. Governmental achievements are limited to the economic capacity of the society, which is why financial science must "... also establish the measure of the attainable for these tasks". ...
