Summary:This research involves a legal impact study of the State College (Pennsylvania) Nuisance Rental Property Ordinance. The Ordinance is based on the concept of third party policing and was designed to reduce crime and disorder in nuisance rental properties. The impact of the Ordinance was assessed by employing an interrupted time series design which examined five years of pre-Ordinance crimes against five years of post-Ordinance crimes in nuisance rental properties. The impact was also assessed by comparing the crime rate in nuisance rental properties against the general crime rate in State College. The data suggest that the Ordinance was very successful in reducing crime in nuisance rental properties.
